Promotions after Joining SSC CHSL – Work & Responsibility in CHSL

Most of the students who search for any government job just after completing the higher secondary school go for the SSC-CHSL exam. The full-form of SSC-CHSL is Staff Selection Commission – Combined Higher Secondary Exam. Do you know it is one of the most participated exams in the country? Actually, through this examination, SSC select the staff to be recruited in the Departments and Ministries in the Government of India. Even the staff for the subordinate offices is selected via this examination.

Promotions after Joining SSC CHSL

To understand the career growth opportunities and promotions after joining SSC CHSL, we must know properly about what are the posts for which a candidate is selected through SSC CHSL exam and what is the basic pay structure associated with the post. Let us understand all in detail.

Through SSC CHSL, a person is selected for 4 posts, namely:

  • LDC (Lower Division Clerk) – Gross Salary = 22,392 – 26,026, Grade Pay – 1900
  • DEO (Data Entry Operator) – Gross Salary = 29,340 – 35,220, Grade Pay – 2400
  • Postal Assistant – Gross Salary = 29,340 – 35,220, Grade Pay – 2400
  • Court Clerk – Gross Salary = 22,392 – 26,026, Grade Pay – 1900

As you have seen, the four posts are divided into two-grade pay categories. While LDC and Postal Assistant come under the grade pay of 2400, DEO and Court Clerk comes under the grade pay of 1900. All the posts of SSC CHSL are subject to the incremental benefits, which are done in two ways:

  • Annual Increments (3% of the Total Pay)
  • Promotional Increments (through departmental exams)

Now, when you are clear about the basic pay structure, incremental benefits, and the grade pay, let us now understand the career growth and promotion system after joining the relevant category of service.

#Promotion of LDC (Lower Division Clerk)

LDC to UDC: A Lower Division Clerk can only be promoted to the category of Upper Division Clerk after serving as an LDC for about 5 to 7 years. This is a sort of compulsion for all LDCs. For becoming UDC, it is not only the experience that counts. One needs to appear in the UDC exam conducted by the Staff Selection Commission. If one clears the exam, then only he/she gets a chance to be promoted as UDC (Upper Division Clerk).

Promotions as LDC: An LDC gets all the benefits of the Modified Assured Career Progression (MACP) rules. MACP rules give timely promotions to all the LDCs. The promotion of LDC also depends on the department in which he/she serves. For e.g. the Ministry of Defense gives the fastest promotion to the LDCs. As discussed, the experience of LDC is also a major counting factor for the promotion. Experience can take an LDC to the top post of Section officer.

Order of Promotion is as such:

LDC/Assistant/UDC >> Division Clerk >> Section Officer

#Promotions of DEO

Data Entry operator does the data entry work in any of the departments of Government of India. The work is quite peaceful, but there is no change in the pay scale of the data entry operator for initial 2 years. Even after the 2 years of service, data entry operator do not get the promotion solely on the basis of experience. The DEO has to give SAS Exam, which is a departmental exam conducted by the SSC for getting further promotions.

If one asks is there any possibility to get promotion apart from SAS exam? The answer is No. Only in the rare cases of exceptional performance, one gets promotion apart from SAS. If you DEO doesn’t give the SAS exam, he/she gets the promotion automatically after 10 years according to MACP rules.

Order of Promotion is as such:

DEO Grade B >> DEO Grade C >> DEO Grade F (System Analyst)

#Promotions of PA/SA

A postal assistant works in the postal department of the Government of India. PASSPORT seva, aadhaar card, PAN card etc. all come under this department. This job profile is considered as one which provides the fastest career growth. A lot of new initiatives are continuously embraced by the postal department. So there is a regular requirement of fresher and experienced candidates in this job field.

As discussed, the PA/SA initially comes under the grade pay category of 2400. But just after the 3 years of service, the PA/SA comes under the grade pay category of 2800 (Accountant). After 5 years, the PA/SA gets a chance to be promoted as an Inspector of Post.

After 5 years of experience or so, an LDC can appear for the departmental exams to get higher promotions. Under the category of postal assistant, the highest grade pay is 6600, which is of the Sorting Assistant. Again, all the MACP rules apply to the PS/SA also.

Order of Promotion is as such:

LSG Supervisor >>  HSG Senior Supervisor >> HSG Chief Supervisor

#Promotion of Court Clerk

The maximum vacancies are in the postal department, and the least vacancies are in the category of Court Clerk. A court clerk can get a role in the administrative department of the Government of India. The hierarchy of promotion in this department is: Court Clerk, Senior Clerk, Hear Clerk and Office Superintendent.

The highest grade pay in this category is 4800, which is of the Office Superintendent. As the number of vacancies in this category are very few, the promotion varies with the availability of the vacancies.

Order of Promotion is as such:

Assistant Clerk >> Bench Clerk >> Head Clerk

Responsibility & Work In Each Hierarchical Post

#Responsibility of LDC

The LDCs are the first level of clerk and they manage the daily tasks like:

  • Maintaining the data or files
  • Registering mails
  • Fetching the data from the library of information for the seniors.
  • Making of salary slips
  • Generation of Statements and drafts
  • Typing and preparation of official letters, notifications etc.

#Responsibility of DEO

A DEO deals just with the data. He enters, maintains and updates the government data on a daily basis. He is responsible for users and client data management. The major responsibilities include:

  • Prepare reports and notes.
  • Handling computers with efficiency.
  • Input data and fetch outputs.
  • Scanning/printing the data, if required.
  • Fill the incomplete documents by gathering the required information.
  • Use the data program techniques to all the data for getting organized data.

#Responsibility of Court Clerk

A court clerk is an administrative kind of a job and the aspirant gets the chance to serve in both the civil and criminal justice system. Their major responsibilities are:

  • Administration of oaths during a hearing.
  • Sealing of the documents
  • Properly documenting the legal documents and their receipts.
  • Book keeping
  • Writing the meeting agendas
  • License and permits issuance
  • Replying any official correspondence
  • Collecting the information for the Judges

#Responsibility of Postal Assistant/Sorting Assistant

As the name suggests, a Postal Assistant is responsible for the sorting and management of posts, be it physical or in the form of mails. The major responsibilities are:

  • Providing customer support.
  • Disposal of emails.
  • Locate the address of the sender.
  • Returning the mail, in case, the sender address is not located.
  • Transmission of mail from one city to another.
  • Foreign Articles transmission through the network of post-office.
